After the scandal created by Henry Kissinger's "Population Control" Policy in 1990, governments and most global organizations stopped using the words 'control' and 'reduction' in reference to population. Still, Kissinger's US Population Control Policy has not been rewritten, and virtually every major world organization has a "population" agenda, overtly concerned with health and resource availability. Even the World Bank has a Population Council in its Human Development Department.

Picking up where governments and other non-government organizations had to leave off, select environmental organizations became the vanguard for the 'population control' movement. The Sierra Club led the way with its claim: "The "population explosion" has severely disturbed the ecological relationships between human beings and the environment. It has caused an increasing scarcity of wilderness and wildlife and has impaired the beauty of whole regions, as well as reducing the standards and the quality of living. ...the Sierra Club supports a greatly increased program of education on the need for population control."In the same vein, the National Wildlife Foundation "encourages the President of the United States to initiate action, both in this country and abroad, which will result in the development of plans and/or programs to curtail the present expansion of human populations." Defenders of Wildlife states "Failure to curb the rate of world population growth will magnify the deterioration of the Earth's environment and natural resources and undermine economic and social progress." Other environmental groups make the environment-population connection, but shift the emphasis. As Northwest Environment Watch states, "Population growth is not the root cause, but is a major contributor to environmental problems along with polluting technologies, inefficient infrastructure, heavy resource consumption and market economies blind to ecological value."

The "Depopulation to Support the System" movement is well-funded and masterfully orchestrated, with arms everywhere, like an octopus, and fingers in every pie. Barely camouflaged, the depopulation agenda informs and dominates virtually every major social and economic concern: from education reform to genetic manipulation, healthcare, resource use, and the women's movement. Even language is not immune: now common catch-phrases promote depopulation principles.One of the more graphic depopulation slogans is "useless eaters," a phrase attributed to Kissinger but most likely originating from the early Eugenics Movement. Used with increasing regularity over the past four years, 'useless eaters' is now an accepted part of the English language, as are its assumptions. In a nutshell, useless eaters are just that - unnecessary, unwanted, unwelcome - designated targets for hate and disenfranchisement, if not outright extermination.

The twin campaigns of hate and fear-mongering recently accelerated, especially in InterNet forums and message boards. This assault's intensity rivals the combined fury of all the early 1900's Eugenics fronts: The KKK; programs to incarcerate and sterilize the "unfit"; anti-immigration movements; and "mercy" killing. Today's targets include terrorists, abusers, murderers, nationalities, religions, race, the disabled, unhealthy, fat and unemployed - and all are rationally justified. Pick an easily identifiable feature or vulnerability; it's on the list, tagged as unwanted and inferior. The only question left is how to organize the list, in order of priority.

Hate and fear hijack reason - and passion sabotages informed public debate. Back in 2002, Ruppert tried to focus the public's attention on the real stakes, in an article he published on his website, "Population Reduction of 3 Billion A Global Necessity?"

Kerry gave it his best shot when he told voters, "100 million Americans are chronically disabled." Today, Ruppert's message is clear: Depopulation already is accepted as necessary; the only question left open for democratic input is "Who's gotta go?" The underlying question is moot, already answered, vote closed, ballots counted.Should the human population be controlled to support the system, or should the system be changed to support life?.
