I see Simeon of Saxe-Coburg and Gotha in there at the ceremony.

He served as Prime Minister of the Republic of Bulgaria from 2001 until
August 2005.
Simeon is one of the last living heads of state from the World War II-era,
the only living person who bore the Slavonic title "Tsar", and one of the
few monarchs in history to have become the head of government through
democratic elections.

Note that Simeon is a knight of the Spanish Order of the Golden Fleece (not the Austrian one that VVIII is a member of). Almost certainly this would mean that he is with the Hispano-Neapolitan Constantinian Order & that of St Januarius (both under the Grand Mastership of Infante Don Carlos, Duke of Calabria - the ones that King Juan Carlos is with).
