Kathleen Sebelius, Secretary of Health and Human Services and Bilderberg member in good standing, has announced yet another waste of taxpayer money. On the USGOVHHS YouTube channel, Sebelius “invites our talented and creative citizens to create and share your PSA about flu prevention and good health.” The videos, according to a blog post on the White House website, “can be funny, cute, dramatic, but most of all, they should help make a positive impact. HHS is organizing an expert panel to evaluate submissions and will present the best PSAs to the public so everyone can vote on their favorite submission. The winning PSA will receive $2,500 in cash and will appear on national television.”
Over at Flu.gov — an appropriately named website — we are told the videos should help “us protect our families and communities” and provide a “message of preventing or dealing with the flu.” In order to get PSA contestants in the proper mindset, the Flu.gov site has all kinds of materials, including a scary “Pandemic Influenza Storybook” covering the 1918 Spanish Flu pandemic. Additional resources include a guide for influenza preparedness, response, and recovery, hotlines, community strategy plans, “workplace questions,” checklists, and other goodies provided at taxpayer expense.
A sister site, PandemicFlu.gov, provides information on the HHS Pandemic Influenza Plan, “a blueprint for pandemic influenza preparation and response” that offers “guidance to national, state, and local policy makers and health departments” and “specifies needs and opportunities to build robust preparedness for and response to pandemic influenza.”
HHS admits these plans are based on plans formulated in 2005. During a press conference on October 4, 2005, Bush said the military would be involved in any response to a flu pandemic. “One option is the use of a military that’s able to plan and move. So that’s why I put it on the table. I think it’s an important debate for Congress to have,” said the then decider in response to a question.
A month earlier, in September of 2005, Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies, according to journalist Jerome R. Corsi. The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.
A propaganda campaign naturally accompanied these “high-level plenary” meetings. “Against all scientific prudence and normal public health procedure, the world population is being whipped up into a fear frenzy by irresponsible public health officials from the US Administration to WHO to the United States Centers for Disease Control,” F. William Engdahl wrote at the time. “They all warn about the imminent danger that a malicious viral strain might spread from infected birds, primarily in Vietnam and other Asian centers, to contaminate the entire human species in pandemic proportions. Often the flu pandemic of 1918 which is said to have killed 18 million worldwide, is cited as an example of what ‘might’ lie in store for us.”
“The pandemic is being presented to public opinion as an issue of National Security, with a view to triggering the militarization of civilian institutions in blatant violation of the Posse Comitatus Act,” Michel Chossudovsky wrote after Bush’s comments.

The Pentagon wasted little time preparing for the military to be involved in continental domestic emergencies involving health, including avian flu and pandemic influenza. On February 1, 2006, NORTHCOM hosted representatives of more than 40 international, federal and state agencies for “an exercise designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States.”
One such exercise, code-named Exercise Ardent Sentry 06, rehearsed cooperation between Department of Defense and local, state and federal agencies, as well as the Canadian government. One scenario envisioned a plague in Mexico crossing over the border into the United States (earlier this year, the so-called Swine flu did just that, although it was anything but a plague, never mind the corporate media doing its best to portray it as such).
In addition to involving the military in any response to a government declared pandemic, Bush’s 2005 plan called for the State Department to work with the WHO and U.N. A Security and Prosperity Partnership of North America summit plan featured a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak, according to Corsi’s research.
On June 11, WHO Director Dr. Margaret Chan declared a pandemic alert level phase 6. “The report that WHO may declare an official Pandemic global alert any time is all the more bizarre given the fact that the global wave of cases reported to date to WHO from around the world reportedly have been so mild as to be indistinguishable from the symptoms of ordinary flu,” F. William Engdahl wrote a few days before the official declaration.
Prior to the WHO declaration, the Department of Homeland Security issued a swine flu memo to health care providers. “The Department of Justice has established legal federal authorities pertaining to the implementation of a quarantine and enforcement. Under approval from HHS, the Surgeon General has the authority to issue quarantines,” the memo stated. Federal quarantine authority is limited to diseases listed in presidential executive orders. President Bush added “novel” forms of influenza with the potential to create pandemics in Executive Order 13375. Anyone violating a quarantine order can be punished by a $250,000 fine and a one-year prison term, CBS News reported.
The Department of Homeland Security’s National Response Plan, issued in December, 2004, eliminates the distinction between a civilian and a national security emergency situation and further erodes Posse Comitatus.
Sebelius and the HHS, WHO, the United Nations, big pharma, and our globalist rulers are gearing up for some sort of flu outbreak, probably this autumn, and plan to implement martial law as a response. It is a classic case of problem, reaction, solution.
In April, investigative journalist Wayne Madsen documented how the “new strain of swine flu in Mexico and some parts of the United States is the result of the introduction of a human-engineered pathogen that could result in a widespread global pandemic, with potentially catastrophic consequences for domestic and international travel and commerce.” As it turns out, H1N1 in its current form is not particularly virulent, but some scientists fear it will mutate into a killer strain — and it will strike at precisely the time forecast by the government.
Sebelius’ call for a PSA “about flu prevention and good health” is nothing if not a sick joke. It is a slick way to get the plebs involved in their own enslavement. In the fall, when a promised deadly flu strain is unleashed, the reaction will be martial law and militarily-imposed lock-downs of large areas of the country. The taxpayer funded PSA propaganda campaign will help ensure that millions of people are sufficiently brainwashed into believing tyranny is the only logical response to a flu strain documented to be a biological weapon created by the government, drug companies, and the military.
