South Carolina Personhood Bills (2) filed in Legislature


Personhood legislation (Bill - H.3213) passed in the South Carolina House on April 13 (Second Reading) and
April 14 (Third Reading), 2005, but was fatally flawed by an amendment added on the SC House floor prior to
passage which allowed for an abortifacient drug to be given to a woman in the case of rape.

In addition, two States, North Dakota and Montana, made history earlier in the 2009 legislative session by becoming
the first States in U.S. history to pass intact Personhood legislation in one of the chambers of their Legislatures,
before failing in the other chamber. The North Dakota House passed a Personhood Bill (H.1572) on February 17, 2009,
and the Montana Senate passed a Personhood Constitutional Amendment (SB 406) on February 26, 2009.
