New Bill Proposed To Federalize College & University Campus Security
Published on 01-31-2009 Email To Friend Print Version
By: Lee Rogers
A new bill proposed in the U.S. House of Representatives seeks to take federal control over the security of College and University campuses across the nation. House Resolution 748 or the CAMPUS Safety Act of 2009’ would provide grants to institutions of higher education and other nonprofit organizations to assist in carrying out a myriad of functions pertaining to standardizing campus security across the country. This is yet another attempt by the federal government to centralize even more control over any sort of local or community agency pertaining to campus public safety and law enforcement.
Section 3021 subsection (a), authorizes the Director of Office of Community Oriented Policing Services to establish a National Center for Campus Public Safety to perform various functions outlined later in the bill. Below is the section in its entirety.
‘(a) Authority To Establish and Operate Center-
‘(1) IN GENERAL- The Director of the Office of Community Oriented Policing Services is authorized to establish and operate a National Center for Campus Public Safety (referred to in this section as the ‘Center’).
‘(2) GRANT AUTHORITY- The Director of the Office of Community Oriented Policing Services is authorized to award grants to institutions of higher education and other nonprofit organizations to assist in carrying out the functions of the Center required under subsection (b).
Section 3021 subsection (b) provides the functions that this new National Center for Campus Public Safety will be authorized to perform. To summarize they include the following functions.
Provide education to campus public safety agencies.
To provide research to supposedly strengthen the safety and security of campuses.
To identify policies, procedures and best practices for campus safety.
To develop protocols in conjunction with the Attorney General, Secretary of Homeland Security and a myriad of other government entities to respond to man-made emergencies or dangerous events involving a threat to the health or safety of the campus community.
To promote and develop the dissemination of information pertaining to behavior threat assessments on college campuses.
Develop standardized formats and models amongst public safety organizations and mental health agencies.
Undoubtedly, the agenda of the bill is to centralize control over campus security and the fact that they would try to promote and develop dissemination of information pertaining to behavior threat assessments screams of something you'd see in George Orwell's novel 1984.
The entire subsection is below.
‘(b) Functions of the Center- The Center shall--
‘(1) provide quality education and training for campus public safety agencies of institutions of higher education and the agencies’ collaborative partners, including campus mental health agencies;
‘(2) foster quality research to strengthen the safety and security of institutions of higher education;
‘(3) serve as a clearinghouse for the identification and dissemination of information, policies, procedures, and best practices relevant to campus public safety, including off-campus housing safety, the prevention of violence against persons and property, and emergency response and evacuation procedures;
‘(4) develop protocols, in conjunction with the Attorney General, the Secretary of Homeland Security, the Secretary of Education, State, local, and tribal governments and law enforcement agencies, private and nonprofit organizations and associations, and other stakeholders, to prevent, protect against, respond to, and recover from, natural and man-made emergencies or dangerous situations involving an immediate threat to the health or safety of the campus community;
‘(5) promote the development and dissemination of effective behavioral threat assessment and management models to prevent campus violence;
‘(6) coordinate campus safety information (including ways to increase off-campus housing safety) and resources available from the Department of Justice, the Department of Homeland Security, the Department of Education, State, local, and tribal governments and law enforcement agencies, and private and nonprofit organizations and associations;
‘(7) increase cooperation, collaboration, and consistency in prevention, response, and problem-solving methods among law enforcement, mental health, and other agencies and jurisdictions serving institutions of higher education;
‘(8) develop standardized formats and models for mutual aid agreements and memoranda of understanding between campus security agencies and other public safety organizations and mental health agencies; and
‘(9) report annually to Congress and the Attorney General on activities performed by the Center during the previous 12 months.
In addition, the bill also mandates that the new agency consult with the Attorney General, Department of Homeland Security and the Department of Education of each state in order to utilize resources that they may have available. In other words, we will likely see the Department of Homeland Security involved in many aspects of any centrally controlled campus security program.
‘(c) Coordination With Available Resources- In establishing the Center, the Director of the Office of Community Oriented Policing Services shall--
‘(1) consult with the Secretary of Homeland Security, the Secretary of Education, and the Attorney General of each State; and
‘(2) coordinate the establishment and operation of the Center with campus public safety resources that may be available within the Department of Homeland Security and the Department of Education.
In essence, this is a bill that will attempt a federalization of campus security across the United States by awarding grants to colleges and universities that assist in this process. They will sell this bill to the people by claiming that we need it to help combat violence on campuses using the Virginia Tech Massacre as one of the main excuses. In reality, these types of events are extremely rare, and there is no need for a federal take over of campus security to keep people safe. Of course, if this bill is passed into law it will likely be used as an excuse to get the Department of Homeland Security involved in setting up a big brother technological enslavement apparatus on college campuses in which everything and everyone is tracked, traced and scanned. This bill will help further the militarized police state if passed into law, and for that reason alone, must be rejected.
More Disturbing Legislation Emanating From Congress
Thursday, January 29, 2009
It has become increasingly clear over the past several years — it’s just become more blatantly obvious since the appointment of the Bush administration to the White House — that the U.S. Congress that is supposed to protect and speak for the people they’re elected to represent has been doing quite the opposite, once again introducing potentially unconstitutional legislation that tramples rights and liberties.
After the attacks of 9/11 — that could and should have been prevented by the Bush administration, but weren’t — the American public was repeatedly served with illegal, unconstitutional ‘legislation’ by a corrupt, complicit Congress designed to destroy Democracy, rights and freedoms. The Bush administration is finally gone, although it will take years to rid the government of the leftover trash, the illegal, unconstitutional legislation isn’t. It’s not surprising when you consider the fact that many in Congress were bought off by large corporations and lobbyists years ago.
Almost a year ago, The San Francisco Chronicle had a report entitled “Rule by fear or rule by law?” that detailed how, since 9/11, seemingly without the notice of most Americans, the federal government has assumed the authority to institute martial law, arrest a wide swath of dissidents (citizen and noncitizen alike), and detain people without legal or constitutional recourse in the event of “an emergency influx of immigrants in the U.S., or to support the rapid development of new programs.”
(ARTICLE CONTINUES BELOW)
One has to wonder what kind of ‘new programs’ require the construction and refurbishment of detention facilities in nearly every state of the union with the capacity to house millions of people.
Since 1999, the U.S. government has employed a series of single-bid contracts with Kellogg, Brown and Root (KBR) to build detention camps at undisclosed locations inside the U.S. The same KBR who is responsible for electrocuting U.S. troops in Iraq as well as giving them contaminated supplies that made several of them sick. The government has also contracted with several companies to build thousands of railcars, some reportedly equipped with shackles, allegedly to transport detainees.
Diplomat and author Peter Dale Scott says the KBR contract is part of a Homeland Security plan entitled ENDGAME that sets as its goal the removal of all removable aliens and potential terrorists.
Section 1042 of the 2007 National Defense Authorization Act (NDAA), that never became law, says “Use of the Armed Forces in Major Public Emergencies,” gives the executive the power to invoke martial law, meaning that for the first time in over a century, the president could authorize the use of the military in response to a natural disaster, a disease outbreak, a terrorist attack or any other condition deemed necessary by the President in a situation where its determined that domestic violence has occurred to the extent that state officials cannot maintain public order.
Slow and Methodical Destruction Of Democracy, Rights and Freedoms
The Military Commissions Act of 2006, ramrodded through Congress just before the 2006 midterm elections, “to authorize trial by military commission for violations of the law of war, and for other purposes,” allows for the indefinite imprisonment of anyone who donates money to a charity that turns up on a list of “terrorist” organizations, or who speaks out against the government’s policies. It calls for secret trials for citizens and noncitizens alike.
In 2007, the Bush administration quietly issued National Security Presidential Directive 51 (NSPD-51) to ensure “continuity of government” in the event of what is vaguely called a “catastrophic emergency.” According to the directive, if the president determined that such a state of emergency occurred, he and he alone is empowered to do whatever he deems necessary to ensure “continuity of government,” including everything from canceling elections to launching a nuclear attack.
Senator Jane Harman (D-CA) authored another draconian piece of legislation — that fortunately never became law — known as the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007, passed by the U.S. House of Representatives by a 404-6 margin, that would set up a commission to “examine and report upon the facts and causes” of alleged violent radicalism and extremist ideology, then make legislative recommendations on combatting it.
There is also the egregious USA PATRIOT ACT whose intent is “to deter and punish terrorist acts in the United States and around the world, to enhance law enforcement investigatory tools, and for other purposes.”
You’ll notice that all the draconian ‘terrorism’ legislation is intentionally loosely defined, leaving plenty of room for the words to be twisted around to suit a particular need. All the ‘legislation’ mentioned above has resulted in nothing more than destroying Democracy, rights and freedoms while slowly and methodically shifting the U.S. towards becoming a police state.
Congress Wants To Authorize & Legalize FEMA Camp Facilities
Apparently the ‘legislation’ mentioned above hasn’t already done enough damage and destruction to America and all who live here.
Lee Rogers from Rogue Government reported on new legislation designed to authorize and legalize FEMA camp facilities. A new bill was introduced in the U.S. House of Representatives called the National Emergency Centers Act or H.R. 645, that if passed into law, will direct the Secretary of Homeland Security to establish national emergency centers otherwise known as FEMA camp facilities on military installations.
The proposed legislation is incredibly disturbing since there is already an apparatus in place to setup nationwide martial law. Even though there are already FEMA detention centers in place, Congress now wants to legalize the construction of FEMA camps on military installations using the excuse that the facilities are for the purposes of a national emergency.
Section 2 of the legislation determines that the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations to provide temporary housing, medical and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster, to provide centralized locations for training and ensuring coordination of Federal, State, and local first responders, to provide centralized locations to improve coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations and to meet other appropriate needs, as determined by the Secretary of Homeland Security.
More Dangerous, Loosely Worded ‘Legislation’
Notice there is plenty of leeway and no definition of appropriate needs, other than ‘as determined by the Secretary of Homeland Security.’ That could for all intents and purposes, mean anything. Note that the legislation says the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations, which implies that they can setup as many FEMA camps as they want as long as there are 6 of them.
Taxpayers will only have to pay $180,000,000 per year for the facilities that could end up treating them as criminals or worse. It appears from the language of the bill that it’s meant to legalize what they’ve already been doing and the rationale behind the legislation is most likely to serve as a mechanism of control if the authorities need facilities to hold large amounts of dissenting people.
After everything Congress has put the people through these past eight years, it’s unlikely that the bill is meant to help people. As noted by Rogers from Rogue Government, one only needs to take a look at what happened during Hurricane Katrina to see how obvious it is that the government doesn’t care about the people, or for that matter, what they think. These proposed facilities and the proposed legislation will most likely not be utilized for the people’s interest.
These so-called ‘national emergency’ centers would be used in a national emergency only if the national emergency requires a large number of people to be rounded up and detained. If that isn’t the case, why have national emergency facilities built in military installations?
What does Congress know that they aren’t telling us? Haven’t they already inflicted enough damage with their egregious, unconstitutional ‘legislation?’ As noted by The San Francisco Chronicle, what could the government be contemplating that leads it to make contingency plans to detain without recourse millions of its own citizens?
It’s time for the ruling by fear to stop and the ruling by law to begin and it’s time for the rule of law to apply to everyone, including politicians who violate it, not just the rest of us.

Adult Stem Cells Successfully Reset Immune System for Multiple Sclerosis Patients
by Steven Ertelt

Chiacgo, IL (LifeNews.com) -- Adult stem cells continue to outpace their embryonic counterparts by successfully treating patients with a variety of diseases and conditions. Now, the use of adult stem cells from bone marrow has helped patients suffering from the early stages of multiple sclerosis.
A new study shows a research team appears to have reversed the neurological dysfunction of early-stage multiple sclerosis patients by transplanting their own immune stem cells into their bodies and thereby "resetting" their immune systems.
Dr. Robert Burt, the lead researcher on a team from Northwestern University conducted a study using hematopoietic, or blood-forming, stem cells
extracted form a patient's bone marrow.
Three years after treatment, 17 of the 21 patients involved in the study saw improvement and none of the patients involved saw their MS conditions worsen during the follow-up time period.
"This is the first study to actually show reversal of disability," Burt an associate professor in the division of immunotherapy at Northwestern, said in the study published in the British medical journal Lancet. "Some people had complete disappearance of all symptoms."
"This is the first time we have turned the tide on this disease," Burt continued.
Edwin McClure, a 24-year-old graduate student at Virginia Commonwealth University is one of the patients treated in the study and he told Bloomburg News that he hasn't needed any drugs since the treatment.
"It's a blessing," he said. "My disease has been halted."
The adult stem cells appear to help patients better when given during the earliest onset of the disease. Burt and his team had given patients with more advanced MS the cells and saw no effect.
"I called it a failure," he said. "When you do it in late-stage patients, they don't improve."
Burt is now putting together a larger study with more patients from the United States as well as Canada and Brazil.
"If the results of today's study are borne out in the new one, I think we can really change the way this disease is approached," Burt said.
The study will be published online January 30 and in the March issue of The Lancet Neurology.
Defense Department Announces Civilian Expeditionary Workforce
Jan 30th, 2009
The Defense Department has established a "civilian expeditionary workforce" that will see American civilians trained and equipped to deploy overseas in support of worldwide military missions.
The move is seen by some as an initial step towards fulfilling president Obama’s promise to form a civilian national security force as powerful as the U.S. military.
The intent of the program “is to maximize the use of the civilian workforce to allow military personnel to be fully utilized for operational requirements,” according to a Defense Department report.
The program was officially implemented one week ago, on the 23rd January, when Deputy Defense Secretary Gordon England signed Defense Department Directive 1404.10 (PDF), which provides a summation of the duties the workforce will undertake.
The directive, which is effective immediately, states that civilian employees of the DoD will be asked to sign agreements stating that they will deploy in support of military missions for up to two years if needed.
Workforce members, who are divided into different designations under the directive, will serve overseas in support of humanitarian, reconstruction and, if necessary, combat-support missions.
"If the employee does not wish to deploy, every effort will be made to reassign the employee to a nondeploying position." the DoD report states.
While the directive suggests that the DoD will at first seek volunteers to serve in the civilian workforce, section 4, subsection (e) paragraph (2) states:
Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.
In addition, the directive states that all workforce members will be subject to physical and psychological testing, both before and after deployment.
The directive refers several times to the civilian workforce as a component of the "Total Force", which it describes as "The organizations, units, and individuals that compromise the DoD resources for implementing the National Security Strategy." This "Total Force" includes active, reserve and retired military personnel in addition to DoD civilian employees.
A d v e r t i s e m e n t
Back in July 2008, Barack Obama, then the presidential front runner, called for a "civilian national security force" as powerful as the U.S. military.
"We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded," Obama told a Colorado Springs audience.
The comments that were ignored by the vast majority of the corporate media but were found to be troubling by some independent journalists who compared the idea to the formation of the Nazi Hitler Youth.
Fears of "youth brigades" or civilian stasi style units increased following Obama’s appointment of Rahm Emanuel to chief-of staff.
In his book, "The Plan: Big Ideas for America," Emanuel writes: "It’s time for a real Patriot Act that brings out the patriot in all of us. We propose universal civilian service for every young American. Under this plan, all Americans between the ages of 18 and 25 will be asked to serve their country by going through three months of basic training, civil defense preparation and community service."
The book also notes, "Some Republicans will squeal about individual freedom, ruling out any likelihood that they would let people opt out of universal citizen service."
Emanuel is also an enthusiastic supporter of the United States Public Service Academy Act, a lobbying group founded in 2006 in order to promote the foundation of an American public service academy modeled on the military academies - a youth corps whose students would be trained in "civilian internship in the armed forces".
Furthermore, in a rediscovered 2006 audio clip of an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for compulsory military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.
When controversy arose over the program last November, the use of the word "required" to describe the program was removed from Obama’s change.gov website and replaced with "community service" type terminology.
Though the civilian expeditionary workforce program is restricted to DoD employees, similar programs have already been established for public sector workers.
One such program has seen hundreds of police, firefighters, paramedics and utility workers recently trained and dispatched as "Terrorism Liaison Officers" in Colorado, Arizona and California to watch for "suspicious activity" which is later fed into a secret government database.

There is the Davos meeting going on in Switzerland. This dealt with economic issues. The meeting is called the 2009 World Economic Forum. The forum's founder was named Klau Schwab told CNN that the current economic slowdown is a "transformational crisis" that should be utilized to shape a "new world." So, these economic leaders want a new world order as it is being promoted in various meetings. Schwab wants a new world after the onset of this worldwide economic crisis. Speaking from the Davos conference yesterday, Nouriel Roubini, New York University professor at the Stern School of Business, told CNBC the global banking system is "effectively insolvent." Roubini said that the crisis will go beyond subprime loans. He said it may extend into bad loans in consumer credit cards, car loans, and students loans (like commercial loans that have been packaged into securities sold as assets to banks and brokerage firms). He said that the bad asset crisis could amount to $3.6 trillion. Roubini wants Barack Obama to nationalize troubled banks, not just investing bailout cash (which is called the Swedish solution). This is about letting U.S. government bureaucrats to rule over troubled banks. Stiglitz believes in this plan as well. It's apparent that the government can complicate matters. Everyone believes that something should be done to help people who are suffering. It's a shame that this is happening and some people have orchrestated these problems in the first place.
Paul E. Jarrett, Jr., As a young doctor in the early 1970s, Paul E. Jarrett, Jr. did a number of legal abortions. He had some doubts, though, after the late abortion of a mental patient's child.
Weighing two pounds, the child was born alive.
The mother screamed, "My baby's alive! My baby's alive!"
Dr. Jarrett later said, "I often wondered what we did for her mental status. That baby lived several days.
But it was a 1974 operation that "changed my mind about abortion forever.
While doing a suction abortion, Jarrett found that a torn-off fetal leg obstructed the suction curette. So he changed techniques and dismembered the child with a ring forceps, "And as I brought out the rib cage, I looked and I saw a tiny, beating heart. And when I found the head of the baby, I looked squarely in the face of another human being--a human being that I'd just killed. I turned to the scrub nurse and said, "I'm sorry." But I just knew that I couldn't be a part of abortion anymore.
After 23 abortions he stopped when faced with the reality of the humanity of a baby he aborted at 14 weeks gestation. He became a Christian in 1978 and has been active in the pro-life cause since the early 1980's. He gave up his Indianapolis private practice in 2000 and is serving as a medical missionary in Kenya for six months each year.

There is a high chance a majority of the States within the United States of America could file for Chapter 9 bankruptcy. There is currently 46 states with high budget deficits, Arizona being one of them.
In fact, Jan Brewer, the newly appointed Governor of Arizona has a major crisis on her hands, one that Arizona and national media isn’t covering. The alarming news is the State of Arizona has 90 to 120 days before they completely run out of money. After that, all bills and tax refunds owed to the citizens will go unpaid.
Before Janet Napolitano left for her new Homeland secretary position, she had a stand-off with Arizona Treasurer Dean Martin. The AZ Treasurer forewarned Napolitano about Arizona’s financial crisis, but she refused to heed his words.
With neighboring California on the verge of bankruptcy this year, many States will follow in their steps.
Many States are already scurrying to cut unwanted costs, cut State-funded programs, raise taxes, not issue tax refunds to their citizens, and borrow money just to survive in 2009. Unfortunately, many banks — the same banks the Fed bailed out — are refusing to loan money to the States and their Treasury agencies.
The article, State Budget Troubles Worsen, at the Center on Budget and Policy Priorities website is an excellent piece to read. It shows where each State currently stands in these challening economic times, and you see 46 of the 50 States are clearly in the financial red.
It’s very possible you’ll see the end of the United States as we know it. If the Fed doesn’t bailout the States when their cash dries up and the banks don’t loan them money, then our States will be left in financial ruin. This would be a tragic and unprecedented event never experienced in the United States.
No State has ever filed bankruptcy, but it could be coming to a State near you this year.
We are on the brink of something far worse than the Great Depression.

The New York Times: The capital flew into a bit of a tizzy when, on his first full day in the White House, President Obama was photographed in the Oval Office without his suit jacket. There was, however, a logical explanation: Mr. Obama, who hates the cold, had cranked up the thermostat. “He’s from Hawaii, O.K.?” said Mr. Obama’s senior adviser, David Axelrod, who occupies the small but strategically located office next door to his boss. “He likes it warm. Senate Rejects Helping Unborn Children, Prenant Moms Get Health Care Coverage

Washington, DC (LifeNews.com) -- During the Bush administration, President Bush displayed his concern for both mother and unborn child by putting an administrative rule in place allowing states to cover unborn children in the SCHIP program. On Thursday, the Senate rejected an amendment to make that administrative rule national law.Pro-life advocates had strongly supported the Bush policy, in place beginning in 2002, because it promoted respect for human life and pregnant women without classifying pregnant women as children under the program. They also say the health care support for unborn children, which entitles the pregnant mother to receive care as well, helped reduce the number of abortions for poor women who decide to have an abortion for financial reasons.
Sen. Orrin Hatch sponsored the amendment to codify the Unborn Child Rule and the Senate rejected his motion on a 59 to 39 vote.
The Senate vote on the amendment came down to the ideological divide on abortion in the chamber with pro-life lawmakers supporting it and pro-abortion senators opposing it.
Most Senate Republicans backed the Hatch amendment except a handful of abortion advocates while all Senate Democrats opposed the Hatch amendment, except Sens. Bob Casey of Pennsylvania and Ben Nelson of Nebraska.
Interestingly, Sen. John Kerry of Massachusetts, who supported the Unborn Child Rule before and whose state implemented it in their state version of the SCHIP program, voted against the Hatch amendment to make it federal law.
The vote came one day after lawmakers rejected an amendment to restore the Mexico City Policy, which President Barack Obama reversed to make taxpayers fund groups that perform or promote abortions in other countries.
Had the Hatch amendment been adopted, the State Children's Health Insurance Program (SCHIP), would have turned the Bush policy of allowing states to provide more help to poor pregnant women and their unborn children into federal law.
Under the amendment, unborn children covered under SCHIP could alsoreceive health care services through the program after birth as long as they qualify for economic reasons.ACTION: Please thank those senators who voted for the Hatch Amendment and express your displeasure with the senators who voted against it. Executives at 20th Century Fox were also reportedly angry over a voicemail message recorded by Nancy Cartwright, who provides Bart's "voice".
It was used to promote a Church of Scientology event.
The audio was publicised by a blogger but was quickly removed due to a copyright claim by 20th Century Fox.
In the message Cartwright begins by introducing herself as Bart.
She says: "Hey, what's happening man, this is Bart Simpson" and then laughs.
During the rest of the message, the actress switches between her own voice and that of the animated character.
At one point she says: "It's gonna be a blast, man!"
She then urges listeners to attend the event in Los Angeles on Jan 31.
Cartwright became a Scientologist in 1989 and has donated millions of dollars to the movement founded by L Ron Hubbard.
In 2006 she said: "Before Scientology I had one dream of making a living, from doing voice-overs for animation.
"After I became a Scientologist my abilities expanded so far and above what I originally dreamed that I've amazed even myself."
Other celebrity Scientology followers include Tom Cruise, John Travolta and Kirstey Alley.
In 1998 she helped to poke fun at Scientology in an episode of The Simpsons which saw the animated family join a group based in part on Scientology.

Providence, RI (LifeNews.com) -- Rhode Island pro-life advocates received a boost of encouragement on Tuesday when their governor showed up at a pro-life rally to condemn the thirty-sixth anniversary of the Roe v. Wade Supreme Court decision allowing virtually unlimited abortions.
Governor Donald Carcieri made an unscheduled appearance at a rally sponsored by Rhode Island Right to Life at the statehouse rotunda.
"Let me encourage everything you're doing. Don't give up. Don't give up," Carcieri told the crowd of more than 100 people.
"You're on the right side of this issue, you know that. There's no debate on this issue," he continued. "It's pretty clear to me. It's pretty clear to anybody who thinks about it very long."
According to the Providence Journal newspaper, he added that he is concerned about "what's happening in Washington" -- referring to President Barack Obama's decision to overturn the Mexico City Policy and send taxpayer funds to groups that promote or perform abortions overseas.
The governor apologized that his wife was unable to attend, but the crowd greeted him enthusiastically.
Barth Bracy, the head of the state pro-life group, told LifeNews.com he appreciated having the governor stop by the rally.
"Tuesday we had a very enthusiastic crowd gather at the State House for our annual Pro-Life Rally. Young and old joined for one purpose: Life," he said.
"We had a surprise visit from Governor Carcieri who addressed the crowd. We also had several Senators and Representatives come out and show their support," Bracy added. "The rally was refreshing and stirred many to get involved."

Are U.S. taxpayers getting stiffed? Pfizer, Viagra’s daddy, is using money from taxpayer-bailed-out banks to help buy major pharmaceutical competitor Wyeth in a $68 billion deal. That won’t help taxpayers or consumers. Nor is it designed to. It will harm the companies’ workers, 20,000 of whom will likely be laid off. It’s even likely to hurt small bio-tech companies, drying up potential sources of capital and leaving fewer potential major investors or purchasers.
The deal may be good for Pfizer, helping the company recover from a $2.3 billion legal settlement over misleading marketing on the pain reliever Bextra, and helping them amplify the clout of the $3 million they recently spent lobbying against the right to import cheaper drugs from Canada. But it won’t help the rest of us.
So why are banks bailed out with taxpayer dollars furnishing the $22.5 billion of debt financing for this deal? On NPR, a financial analyst crowed about how wonderful it was that major banks were lending this kind of money in the current economy. But it troubles me that among the deal’s prime financial backers — Bank of America/Merrill Lynch, Barclays, Citigroup, Goldman Sachs and J.P. Morgan/Chase — all but the British-owned Barclays received money from the congressional bailout. So the funds they lent to this merger won’t be available to help smaller (or larger) companies keep their doors open producing and selling products — ideally ones that actually benefit society — and not just to consolidate control over their industry. This seems one more case of public subsidies for private gain.

I’m no economist. For all I know, maybe in some Henry Paulson-Alan Greenspan dream world this will end up boosting America’s physical and fiscal health. Perhaps the new combined entity will come up with some miracle drug that neither company would have created on their own. But mostly, it seems just one more example of how a bailout without strong government control, or even oversight, just feeds the same greed-driven abuses that have gotten us into our current predicament. It’s going to take more than Viagra to strengthen our economy once more.
