Though JFK’s tax proposal did decrease the top marginal tax rate from 91% to 70%, it also closed the tax loopholes that allowed the super rich to avoid paying anything near the actual rate. So JFK's tax cut resulted in the richest Americans paying more in taxes. This is why JFK's tax cut resulted in increased revenues while Reagan's & Bush's resulted in huge deficits.

History through rose colored glasses... Unemployment rate was lower under Carter than Reagan, and is a little lower now than Reagan's second and third term. National debt fell under Carter and soared under Bush... Carter signed Camp David, opened relations with China and gave us SALT II - -Reagan's scandals included HUD, Iran Contra, EPA, S&L... and at one point 1 in 3 Americans wanted him out !
JFK was himself a Keynesian. His chief economic advisor, John Kenneth Galbraith, is the most famous of Keynes' disciples & JFK's tax cut is a textbook example of Keynesian policy.
Any Econ 101 course teaches Keynes' idea that cutting taxes during a recession is correct, but this is assuming that you have a responsible tax policy to begin with. What we have now under the Bush era tax laws isn't responsible tax policy. Clinton raised taxes by 8.6% in 1993 to 39.6% & the economy boomed.
