Another problem with "teach a man to fish" is that we need a place TO fish, not just fishing poles. That's always been the problem with "welfare to work". It's never bothered to look to see if the jobs they're training people for actually exist or if they pay anything more than *maybe* JUST ENOUGH to get you disqualified from all assistance programs. That's NOT help. That's kicking people while we're down.
